About the Role

OSHRS is looking for an experienced Payroll Operations Manager to lead payroll delivery for domestic and multinational clients in Japan. This role is responsible for ensuring accurate, compliant, and timely payroll processing while leading client relationships, managing service delivery, supporting pre-sales initiatives, and driving operational excellence. 


Key Responsibilities

  • Manage end-to-end payroll operations for Japan-based and multinational clients.

  • Ensure compliance with Japanese payroll, tax, labour, and social insurance regulations.

  • Lead payroll teams to achieve service levels, quality, and operational KPIs.

  • Build and maintain strong client relationships and conduct regular business reviews.

  • Support pre-sales activities, solution design, proposals, and client presentations.

  • Drive process improvements, automation, and Continuous Service Improvement (CSI) initiatives.

  • Ensure audit readiness, data privacy, and regulatory compliance.

  • Coach and develop a high-performing payroll operations team.

 

Minimum Qualifications

  • Bachelor's Degree in Business, HR, Finance, Accounting, or a related discipline.

  • 8–12 years of payroll operations experience.

  • Minimum 3–5 years managing payroll teams.

  • Strong experience in Payroll Outsourcing (BPO/HR Outsourcing).

  • Extensive knowledge of Japanese payroll legislation and statutory compliance.

  • Experience managing enterprise and multinational payroll operations.

  • Native Japanese.

  • Professional Business English.
